The Inclusive and Equitable Local Development Programme (IELD) is a joint UNCDF, UNDP and UN Women initiative, The programme addresses structural impediments that prevent women from entering the labour market through local public and private investments, with a particular emphasis on unlocking domestic capital for women’s economic empowerment and entrepreneurship. IELD uses a unique three-agency partnership to strategically approach delivery of the SDGs, using each agency’s niche and comparative advantage in programming on gender equality and women’s empowerment.

ICLD - NON CORE-SEA
The ICLD-UNCDF International Joint Training Programme to Strengthen Local Government in Support of Local Development in southern and eastern Africa programme is both a national and regional response to the capacity requirements identified in local govemment in southern and eastern Africa. Specifically, the programme seeks to pioneer the "proof of concept" that greater impact and sustainability in capacity development for local governments has to be grounded in combining theoretical knowledge with practical implementation set in specific policy and institutional contexts and anchored in a change management process at policy, organisational and individual levels and structured and planned to be driven by change agents and through change projects. The change agents and change projects are identifìed and designed to engender an explicit and sustainable improvement in the outcomes and development impact of participating institution as defined in their mandates.

Blue Peace Financing Initiative
Blue Peace in collaboration with the United Nations Capital Development Fund, the Swiss Agency for Development and Cooperation and Geneva Water Hub (GWH), introduce an innovative way of financing transboundary and multi-sectoral water cooperation, by creating new ways to access financial capital through a Blue Peace approach. Ultimately leading to circular economies and stable societies. Blue Peace focuses on transforming water from a potential crisis source, into a potential cooperation and peace instrument. Water being an entry point for transboundary cooperation.

Building Local Climate Resilience
The Ministry of Land, Environment and Rural Development (MITADER) today has launched the “Building Local Climate Resilience” programme in Mozambique (MERCIM) in a strategic partnership with the European Union, and technical assistance by the UN Capital Development Fund (UNCDF). MERCIM is aimed at supporting local development initiatives in the ‘last mile’ of Mozambique. Taking into consideration the fact that Mozambique is highly vulnerable to the negative impacts of climate change, the project is designed to strengthen Government capacity to reduce climate vulnerability through improving the delivery of climate resilient basic services to rural communities and enhancing knowledge-based decision-making processes. The programme is expected to run until 2022.

The LDC Investment Platform– through grants, reimbursable grants, loans, and guarantees – provides seed funding to investments in LDCS that are deemed too small or too risky by traditional investors. This works to de-risk and “prime the pump” for domestic and foreign investors to participate in local initiatives. This platform allows the greatest flexibility for UNCDF to apply the optimal funding instrument for each business need, and to crowd in domestic and international investment.

Le renforcement de capacité des communautés sur les enjeux de sécurité/cohésion sociale et prévention et gestion des conflits liées à l’exploitation des ressources naturelles ;
Le design, implémentation et suivi d’un système de contractualisation communautaire (cash for work) pour la mise en œuvre d’investissements locaux résilients au changement climatique et activités vertes.
