NGA Nigeria Joint Response 2 - Coordination
Due to the significantly higher number of people displaced inside Nigeria (1,9 million) compared to fleeing to neighbouring countries (209.000) the geographical focus of the NJR 2 programme will be on Nigeria. Particularly, the response will focus on the North Eastern states only, prioritizing the LGAs with more than 150.000 IDPs. Based on the analysis of UNOCHAs HRP, humanitarian funding tracker data and FEWSNET information of the humanitarian needs, and also the financial requirements, the level of funding in 2015 and funding commitments for 2016, the sectors FSL, WASH and Health have been prioritized, followed by the sector Protection. Like the NJR1 programme, and in line with priorities identified by the UNOCHA HRP, this programme attributes special focus on humanitarian capacity building and lobby and advocacy efforts. As with all joint responses joint learning and added value creation is a central aspect of this joint response.
Objective 1: Deliver coordinated and integrated life-saving assistance to people affected by emergencies; - FSL: Increase food assistance and livelihood protection for the most vulnerable households - Health: Support coordinated and integrated emergency life-saving health services to the population affected by the crisis - Health: Support community led structures to improve capacity to deliver outreach activities within their communities - Protection: Mitigate protection risks in ensuring a comprehensive protection response to people in need, prioritizing the most vulnerable - Protection: Enhance protection coordination, strengthen capacity of protection actors and mainstream protection across the humanitarian response - Protection: dentify and analyse protection concerns and implement awareness-raising and advocacy interventions - WASH: Ensure effective and timely life-saving assistance for the most vulnerable people in camps and in host communities. Objective 2: Ensure a better quality humanitarian response through information sharing, collaboration, joint learning and capacity building of national actors .
With this intervention we aim to reach 176.302 people: 60.962 with FSL, 118.443 with WASH, 34.179 with Protection and 57.990 with Health activities. All activities within this joint response are focused on IDP’s, returnees and their host communities. Vulnerable groups that have been identified in the target locations are children, particularly UASC; women, particularly widows, pregnant or lactating women and woman-headed households; people with disabilities and elderly. All members of this joint response prioritize the most vulnerable people. Criteria to select the most vulnerable vary per sector, but include IDP households with acutely or moderately malnourished children, female-headed households, child-headed households, elderly, people living with disability, pregnant or lactating mothers, families with more than two children under 5, children exposed to abuse, children affected by gender-based violence, children associated with armed forces and armed group.

Nigeria Joint Response 2 Implementation
Through the Nigeria JR2 programme, the most vulnerable people in Borno state are able to access food, water and sanitation and protection services.
Objectives: Increase food assistance and livelihood protection for the most food insecure population Improve access to well-coordinated child protection services and psychosocial support activities for girls and boys affected by the conflict, children at risk and survivors Access to WASH services and WASH NFIs for the most vulnerable people in camps and in host communities is improved
Each proposed intervention will target beneficiaries based on a set of criteria which identify the most vulnerable population in need of the service, with special attention to the specific concerns of women and children. Total number of targeted beneficiaries is 42.125

Better Life for Girls (TECM)
The proposed project will strengthen the capacity of Civil Society Organizations (CSO) to influence the domestication and implementation of the Child Rights Act (CRA) in Katsina and Gombe States and promote the implementation of the National Strategy to End Child Marriage in Nigeria (2016-2021) at federal and state levels.
The Better Life for Girls project will focus on strengthening the capacity of CSOs to conduct advocacy and influence policy on child marriage, whilst engaging in ASRHR advocacy initiatives led by UNFPA and others, amplifying the voices of Children’s Parliaments, and collecting and sharing inspiring stories of girls who achieved their educational goals, as well as developing champions among traditional leaders.
The Better Life for Girls project will focus on vulnerable, out of school girls, and married and unmarried adolescents.

(DRA) Nigeria Joint Response 2021
In the past year, the humanitarian needs in North-East Nigeria have exacerbated immensely due to increased hostilities and COVID-19. Attacks by AOGs and military operations across the northeast continue to result in increased displacement, humanitarian needs and food insecurity. The number of people in need had increased from 7.7 to 7.9 million between 2019 and 2020 due to increased violence and insecurity. On top of that the number of people in need rose steeply from 7.9 to 10.6 million people mid-2020 due to the outbreak of COVID-19 .
Similar to 2019 and 2020, the NJR2021 programme will support the first two strategic objectives outlined in the Humanitarian Response Strategy 2019 -2021 for Nigeria. In line with strategic objective 1 ‘To save lives and alleviate suffering through integrated and coordinated humanitarian response focusing on the most vulnerable people’, the NJR2020 partners will provide life-saving activities in the sectors of Food Security and Livelihoods (FSL), Multi-Purpose Cash (MPC), Health, Protection and WASH. COVID-19 prevention measures will be mainstreamed across all sectors. The NJR will no longer provide a nutrition response as the number of people in need in the nutrition sector is 1,1 million according to the 2020 HNO which is a decrease of more than 50% compared to the 2019-2021 HRP for Nigeria . In line with strategic objective 2 ‘to enhance access to humanitarian assistance and protection services through principled humanitarian action’ the NJR partners will ensure strong community engagement and mainstream gender, disability inclusion and protection concerns in their interventions to ensure equitable and meaningful access to services.

The intervention will continue to focus on vulnerable children and households amongst IDPs, returnees and host communities, in particular child-headed households, women-headed households, Pregnant and Lactating Women, elderly and people with special needs.

Nigeria Joint Response 2019 - Implementation
The humanitarian crisis in Nigeria’s Northeast and the Lake Chad region is one of the most severe in the world today, with over 7.7 million people in need in Northeast Nigeria alone. The number of IDPs in the Northeast continues to increase, with expanding needs for urgent assistance. Save the Children, as part of the NJR 2019 Joint Response, will therefore continue to focus on life-saving interventions through an integrated and coordinated humanitarian response, focusing on the most vulnerable Internally Displaced Persons (IDPs), host communities and returnees. The response of Save the Children focuses on the sectors where we have expertise and which have the highest needs and gaps, namely Food Security and Livelihoods (FSL), (Child) Protection, Nutrition.
1) Save lives and alleviate suffering through integrated and coordinated humanitarian response focusing on the most vulnerable people and 2) Enhance access to humanitarian assistance and protection services through principled humanitarian action.

Nigeria Joint Response 2019 - Coordination
At the Netherlands level, the ‘day-to-day’ support to the NJR 2019 is handled by humanitarian staff from Save the Children, who are responsible for (i.e.): resolving any arising issues during implementation of the programme which require consultation and resolution at the Netherlands level; maintaining contact with the DRA Committee, the Ministry of Foreign Affairs and the partner NGO main offices; maintaining contact with the NJR coordination team in Nigeria; consolidating reporting to the Ministry of Foreign Affairs; organizing the meta-audit; and contributing to visibility to the Ministry but also the Dutch public. In Nigeria, the day-to-day management of the programme is handled by the NJR 2019 Field Coordinator, who is responsible for (i.e.): monitoring the overall programme implementation (by consulting, meetings, field visits); resolving any arising issues during implementation of the program; representing NJR 2019 to partners and relevant stakeholders; maintaining contact with UN(OCHA); maintaining contact with the Lead in the Netherlands; supporting cooperation amongst the partners and coordination, investigate opportunities to generate added value; organizing the evaluation; generating visibility and taking forward issues for joint lobby & advocacy towards key stakeholders.

The humanitarian crisis in Northeast Nigeria is one of the most severe in the world today and there are no signs for this human suffering to resolve in the near future. Since May 2015, humanitarian NGOs have been responding to this crisis as a Joint Response. DRA members continue this response to further assist the affected population. The objectives of the response are to save lives and alleviate suffering through integrated and coordinated humanitarian response focusing on the most vulnerable people and to enhance access to humanitarian assistance and protection services through principled humanitarian action. The response will focus on persons affected by the ongoing crisis in Nigeria, with a focus on the most vulnerable population

Coordination of the Nigeria Joint Response 4
Collaboration and coordination will focus on: • Real-time sharing of information on situation assessments and response intentions for specific crises • Exchanges to develop best practices and share sectoral expertise • Exchanges on how to mainstream gender and protection • Specific trainings as needed (on cash, gender, protection and other relevant topics) • Referrals of cases, especially of cases with protection concerns and malnourished children to nutrition, FSL and Protection programs of NJR4 and external partners • LGA JR Groups will organize exchange visits to each other’s locations for further learning . On the field level there is continuous coordination with local UN clusters and local authorities, the National and State Emergency Management Authorities (NEMA and SEMA) for the implementation of the program. At the Netherlands level, day-to-day support to the NJR4 by humanitarian staff from Save the Children involves the following key coordination activities: resolving any arising issues during implementation of the program which require consultation and resolution at the Netherlands level; maintaining contact with the DRA Committee, MoFA and the partner NGO Main Offices; maintaining contact with the NJR internal coordination team in Nigeria; consolidate reporting to MoFA; generating visibility to the Ministry as well as to the Dutch public.

Nigeria Joint Response 2020 - Implementation
In 2020, the North-East Nigeria crisis is going into it’s eleventh year. Even though the number of people in need has decreased from 7.7 to 7.1 million between June 2018 and June 2019, the crisis remains one of the most severe in the world. Continued widespread insecurity and hostilities, especially in Borno State, continue to have serious consequences on humanitarian operations and the civilian population. The response of Save the Children focuses on the sectors where we have expertise and which have the highest needs and gaps, namely Food Security and Livelihoods (FSL), (Child) Protection, Nutrition.
1) Save lives and alleviate suffering through integrated and coordinated humanitarian response focusing on the most vulnerable people and 2) Enhance access to humanitarian assistance and protection services through principled humanitarian action.
The intervention will continue to focus on vulnerable children and households amongst IDPs, returnees and host communities, in particular child-headed households, women-headed households, Pregnant and Lactating Women, elderly and people with special needs.
