Ambae Volcano Response
The project aims to contribute to meeting immediate and longer term food security and livelihood needs of evacuees following repatriation to Ambae Island. Through partners active on Ambae, Oxfam will support up to 2300 individuals with agricultural production via the distribution of fast-growing vegetable seeds, planting materials and agricultural training information, and will replenish pre-positioned NFI stock in preparation for the cyclone season. These activities will result in improved food security and nutrition, reduced dependency on aid, and diversified livelihoods, as well as lifting preparedness ahead of the cyclone season.

The project supports partner organisations in Sanma province to successfully implement a recovery program by providing the essential analysis, good practice training, establishing systems (registration, beneficiary selection, distribution, monitoring) and relationship building (financial service providers, mobile service providers, local officials, community groups) to deliver an effective cash-based intervention.

The successive impacts of COVID-19 restrictions and Tropical Cyclone Harold (spanning from March-April 2020) has resulted in a significant reduction in income and livelihoods across Vanuatu, particularly amongst households and segments of the population with pre-existing vulnerabilities. These groups require support to maintain existing livelihoods and prevent a deterioration in coping strategies and resilience over time, so this initiative involves large-scale cash transfers (adopting a consortium style approach including collaboration with the private sector, INGO and local NGO partners present in the Vanuatu Cash Working Group, and local banks).

COVID-19 Response 2nd Activation in Vanuatu AHP (VUT-0041)
The outcomes of this project are focused around improving purchasing power to enable vulnerable households to meet their basic needs, as well as leveraging the voucher-based local vendor network to boost market recovery. Outcome 1: Increase access to livelihoods and basic needs for 3,700 TC Harold and COVID-19 affected households fulfilling vulnerability and targeting criteria generated by the Vulnerable Livelihoods and Income Impact Survey (ongoing). Outcome 2: Accelerate localized and participatory market recovery by increasing household purchasing power to nurture and increase revenue of informal/formal businesses in an localised and inclusive manner that ensures cash transfer funds continue to circulate at the community level. Outcome 3: Address existing capacity gaps of national partners and expand the scale of CVA implementation in Vanuatu, easy to use payments platform (UnBlocked Cash) to deliver and monitor programme implementation (vendor and recipient payments).

Male Advocacy (VUT-0034)
The project seeks to contribute to the elimination of violence against women and children through collaboration with Vanuatu Women's Centre (VWC), government and community as well as religious leaders. The project uses a strength-based approach by building and expanding on implementing partner Male Advocacy Approach, which engages men as allies in challenging violence against women and encourages men to take responsibility for violence against women. The project also has a strong focus on knowledge and learning and therefore include research that supports the development of useful knowledge and its uptake into programme, policy and practice. As well as developing knowledge products for use by partners in the project, the project will also link the project to other work being implemented to end violence against women and children and collect best practice strategies in the Vanuatu context.

AHP COVID-19 Response in Vanuatu (VUT-0037)
This COVID-19 response seeks to contribute towards the development of high quality, inclusive, MoH approved communication packages, along with supporting local partners, community leaders and community stakeholders in disseminating risk communication packages, as well as fostering improved awareness within communities of key messages. In coalition with other INGO's this coordinated response seeks to ensure that the delivery of nationally endorsed preparedness and response risk communication is responsive to the unique contexts and challenges of communities. The response strategies will target both the general population while also ensuring that key audiences such as women, children, people with disabilities and people in high risk situations (people in urban centres, people sharing hygiene facilities, people continuing to engage in risky activities due to livelihood necessity), as well as immune suppressed and older people.

This project is aimed at increasing the scale and quality of Youth Challenge Vanuatu's youth training and services in Port Vila. Training opportunities for young women, school leavers and marginalised youth are improving their foundation skills, confidence and networks, enabling them to go on to entry-level employment or further vocational training, or to start an enterprise. A concurrent focus on leadership, community and active citizenship will see these youth emerging as leaders of economic and social development. The project will also strengthen the quality of Youth Challenge Vanuatu's services and effectiveness, its profile as a national advocate on youth priorities, and its sustainability.
