Legal and judicial development
Jordan is the country hosting the third largest number of Syrian refugees. As of end of September 2014, the number of registered Syrian refugees in Jordan was estimated at to 619,163. The greatest challenge those refugees face is that of finding livelihood opportunities in order to have access to enough cash to support their rent and their living. In addition, the rising number of refugees has intensified competition for work and depressed the wages for the fortunate few who found employment. The Federation through its main role to coordinate and provide support and capacity building, focusing on enablers for strengthening the operational abilities of National Societies, is working hand in hand with the Jordanian Red Crescent Society to bring more efficient, speedy and needed aid to the affected people in Jordan.

Cumulative value equal to value reported in Q8 (only measure once a year): 74% (Female: 73% / Male: 74%) This was measured based on the learning exercise conducted by the ICLA External Lawyers caseload, conducted in March 2019 for all cases handled by the External Lawyers from April 2018 until December 2018. Phone calls were made based on contact information and narrative on each case provided by the ICLA external lawyer database. 264 unique cases were contacted and analyzed. Asking a direct question to measure this indicator was considered to be too sensitive, therefore the NRC M&E team recommended that their satisfaction rate was measured, using their court experience as a modest probe for it. Hence, beneficiaries who reported approaching the court with the external lawyer (243 cases) and were satisfied (179) with their experience are considered confident in judicial systems. (Numerator: 179 (Females: 57 / Males: 122) - Denominator: 243 (Females: 78 / Males: 165))

The Cash Monitoring Evaluation Accountability and Learning Organisational Network (CaMEALeON), created by the Norwegian Refugee Council (NRC), Oxfam and Solidarites International (SI) and includes American University of Beirut (AUB), Overseas Development Institute (ODI), and Cash Learning Partnership (CaLP) as implementing partners, aims at reinforcing the quality, value for money and accountability of multi-purpose cash programming for 10,400 beneficiaries in Lebanon and inform cash programming globally.

Improving protection and access to legal and specialized services for refugees from Syria and vulnerable populations in Lebanon
The DFID funded protection consortium, led by IRC and comprising IRC, NRC and HI, will ensure legal protection for refugees from Syria coupled with specialised services for persons with disabilities as well as protection monitoring activities to strengthen the overall protection analysis and response to vulnerable groups. The project will improve NRC's ability to mainstream the needs of persons with disabilities across all thematic programmes, by first piloting this initiative within the legal service delivery of the ICLA programme.
