    <narrative xml:lang="en">The Green Recovery Programme for Ukraine provides technical and financial support to municipal recovery projects, bridging immediate humanitarian response and longer-term sustainable development. The Programme supports municipalities in assessing urgent recovery needs, identifying green rebuilding measures, facilitating rapid project implementation and ensuring coordination with other initiatives. Drawing on Nefco’s established capacity and local presence, the Programme enables swift and transparent delivery with clear environmental benefits.The geographical focus of the Programme depends on the security situation. In the current implementation phase, activities are concentrated in western and central Ukraine, with the ambition to expand eastwards when conditions allow.Given the scale of rebuilding needs and Nefco’s long-standing role in Ukraine, a high volume of project proposals is received. All proposals are screened against Nefco’s Environmental and Sustainability Policy and assessed for eligibility under the Programme’s financing windows. Projects are prioritised based on their contribution to addressing war-related impacts or strengthening resilience, their potential to accelerate the green transition, and their feasibility in locations where security risks are low or can be satisfactorily mitigated.The full-scale implementation phase began in 2023, following the preparatory and initial phases. The Programme is designed to remain agile, allowing priorities, instruments and geographical focus to be adapted as conditions on the ground evolve.</narrative>

    <narrative xml:lang="en">The Nefco Green Recovery Programme for Ukraine will provide investment and technical assistance grants for green recovery measures to 30–50 municipalities in the government-controlled areas of Ukraine. The programme will address both direct and indirect consequences of the war. With its investments in green recovery, it will help municipalities to: •accommodate and serve internally displaced people.  •support the maintenance, repair and upgrade of critical public service buildings and utilities.  •restore, enhance and develop local social services infrastructure, including schools, kindergartens and medical institutions, also considering persons with disabilities; and •integrate environmental considerations into all recovery actions.  The programme will aim to maximise the positive impacts for internally displaced people and environmental benefits per investment. </narrative>
