Shelter City Costa Rica
Shelter City Costa Rica is an integral protection project for Human Rights Defenders in Central America. It's a temporary relocation Programme for Human Right's Defenders (HRDs) at risk, who are invited at the Integral Protection Center, located in Costa Rica, for for approximately 3 months (in some cases up to 6 months maximum). HRDs participating of this program will have "stay plan" in which they will strengthen their protection related skills, and have the possibility to exchange experiences, develop research, implement internships, or courses during their stay, as well as social or community exchanges available through alliances and agreements with different public institutions and NGO's. At the same time, work will be carried out from the beginning on a return plan to their home country, which will include a security plan, following up once it has been finalized. If it is evaluated that the return is not a safe option, Shelter City will provide advice in the search and specification of other relocation programs.

R.1. Human rights defenders at risk in El Salvador, Honduras, Guatemala and Nicaragua turn to the program in Costa Rica to carry out a risk analysis to assess their situation and decide what course of action to take.
During the first trimester of project implementation, at least 7 local risk analysts are fully trained on the procedures, tools and protocols of the program to assess HRDs in their countries.
During the pilot stage we had started to create the protocols, and identify potential analyst in each country
Procedures, tools and protocols of the program to assess HRDs in their countries were elaborated. 2 analysts identified, hired and trained in El Salvador 2 analysts identified, hired and trained in Guatemala 1 analyst identified, hired and trained in Honduras 2 analysts identified, hired and trained in Nicaragua. Also, the psychologist and the assistant of the programme participated in the trainings. All of them attended a regional meeting organized by Acceso to know, familiarized and validate the protocols and procedures. Note: during the pilot stage, 3 of them took an online training about risk assessments conducted by Protection International, and the assistance currently is taking the training.
During the full implementation of the project, at least 48 human rights defenders in El Salvador, Honduras, Guatemala and Nicaragua have a risk analysis to assess their situation and identify different protection and security alternatives including the participation in SHC-CR.
6 HRD from Guatemala, 15 HRDs from Honduras, 16 HRDs from Nicaragua
During the full implementation of the project, HRDs that did not fit criteria of SHC-CR and / or was decided that other protection and security alternatives were more suitable, have been assisted locally and referred to local expert organizations or to other relocation programs inside and outside the region.
3 HRD from Guatemala, 6 HRD from Honduras, 8 HRDs from Nicaragua. These 17 HRDs were not accepted by SHC-CR because they did not fit the selection criteria. In all cases we proposed different options more related to their particular situation, and offered our support to link them with these options. (1 case from Honduras was accepted, but then we realized that in the country you have to be 21 yeas old to travel alone; 1 case from Honduras was accepted, but the HRD was murdered before come to CR; 1 case from Guatemala was accepted, but HRD decided to delay the travel, and finally not to come because he ran for an electoral position. Also, in 1 case from Guatemala, the analysis was made, but the case did't arrive to the valoration group)
During the full implementation of the project, at least 20 human rights organizations in El Salvador, Honduras, Guatemala and Nicaragua have referred HRDs to SHC-CR.
We work in alliance with local organizations, and we have shared information about SHC-CR with at least, 55 local, regional and international organizations with presence in the region. Currently they all have the criteria and necessary documentation to identify cases that could be referred to the Program.
R.3. Human Rights defenders participating in the program receive integral accompaniment during their stay in Costa Rica.
The program has a multidisciplinary and professionalized team to assist integral protection to HRDs at the Center.
Multidisciplinary team is integrated by 6 professionals.
Currently, the team is integrated by: Coordinator, Assistant and daily companion, Psychologist, Lawyer, Digital Security Specialist and Physical Security Specialist
By the end of the full implementation of the project, all HRDs that participated in the program have elaborated and implemented a stay plan with the multidisciplinary team.
The multidisciplinary team have started to work with all of them on their plans from the beginning of their relocation
90% of HRDs feel that the program has provided holistic approaches to integral security processes (including in their stay plan recreational and cultural activities, religious/spiritual spaces, alternative medicine attention, special skill trainings).
100% of HRDs that participated in the program have been trained and assisted with psico-social, legal, digital and/or physical security processes (individually and/or collectively).
The majority of HRDs that participated in the program feel they have strengthened their security-related capacities to mitigate their situation of risk and continue to defend and promote human rights in their countries.
All HRDs participating in SHC-CR have expressed to different members of the team that they feel are being accompanied with an holistic approach of integral protection.
During 2018, HRDs participating in the program have exchanged knowledge and/or have made internships with local organizations linked to their HR’s defense.
HRDs have exchanged knowledge and/or have made internships with local organizations, as well as public presentations at Universities and at NGO's.
90% of HRDs that participate in the program maintain close communication with their local organization / collective / network, and continue collaborating with them from Costa Rica.
During 2018, all HRDs that participated in the program have elaborated a return plan with the multidisciplinary team that considers context, actors, main risks, capacities and vulnerabilities and mitigation measures.
Acceso has referd HRDs to local and specialized HR’s organizations to assist or accompany actions based on the return plan.
HRDs that have decided with the multidisciplinary team to continue re-location, have been hosted by the program for a maximum of 6 months and/or accepted in other re-location programs in the region or outside the region.
5 HRDs + 2 families members receibed an extension. 1 of this HRDs was also hosted by Shelter City Netherlands
R.5.Fundación Acceso has been strengthened and has sufficient resources to administrate and provide the logistics necessary for the program and it’s future sustainability.
The progam has an efficient team that provides overall managment of the program, asuring transparency and cost effective use of resources in accordance with national legal frameworks, funders requierements, and Accesos’s internal policies.

The management and administrative team had been working before the beginning of the project: They were in charge of the proposal, and they worked during pilot stage
Acceso’s team has sufficient materials and public services to perform efficiently and safely the planned activities of this project.
During the full implementation of the project, Acceso has signed agreements with public and private institutions to support services and other related costs of HRDs assistance and needs (day care, primary health attention, public service subsidies, etc) thanks to the Public Interest Declaration of the Executive Power in Costa Rica).
During the pilot stage: 1) Acceso signed and agreement with Goverment of Costa Rica 2) Migration published a resolution for the status of the participants of Shelter 3) The Program was declared of "Public National Interest"
In fact, there is no an agreement, but it is a colaborarion in the practice with the Police Deparment related to the Center. We have a chat with the Chief of the Police where we can ask for support, advice, etc. Also, Acceso tried to stablish diferente alliances with public and private actors, but they didn't prosper: 1) SC Jonhson CR (to provide materials for the cleaning of the CEnter); 2) Banco de Alimentos (to provide food to the participants); 3) National Institute of Secures (to provide health insurances)
During 2018, the program has signed an agreement with the municipality (hosting the Center) to implement actions and services that will help with some costs related to the project’s sustainability.
We have advanced with the relations in the municipality. We agreed that we wiil present the program to the municipal council, in order for the Program to be declared "Municipal interest". Then the plan and coordination of collaborations can be more effective and sustainable.
During 2018, Acceso has implemented sustainability strategies and has secured at least 50% of the project expenses for 2019.
We have secured 97% of the budget from July 2019 to December 2020 with Ministry of Foreign Affairs or Netherland (31%), SIDA (60%), Open Society Foundation (6%). We plan to obtain the other 3% with Emergency Funds (FLD, Protect Defenders, etc.)
R.2. Human rights defenders at risk in El Salvador, Honduras, Guatemala and Nicaragua have a safe, reliable and sustainable space to mitigate their security situation through immediate and / or temporary relocation in a safe country within their region.
The program’s evaluation team has revised an average of 48 requests yearly and has successfully accepted aproximately 32 people in the program (HRDs and their family members or close relatives).
14 HRD's and 3 family members. Additionally the program supported 10 family members of 2 HRDs in Honduras. And we gave extensions to 5 HRD's and 2 family members.
By the second month of project implementation, the program has a full equipped and secure house and/or apartment compound to accommodate HRDs visiting the Center.
A full equipped and secure house
The Programme already has the "Integral Protection Center" to host HRDs participating in SCH-CR. The house is secure and fully equipped. It has enough space for HRDs to have privacy at the same time commonn spaces to share their experiences with other participants.
Fundacion Acceso, the Costa Rican Consulates / Embassies in Central America and the Migration office in Costa Rica, have efficiently and timely provided special legal migration status to the HRDs participating in SHC-CR
The Programme already has a special migration status for HRDs participating in SHC-CR named "Temporary Protection Mechanism".
We have presented 17 cases to Migration that were solve positively, but not all of them in the agreed time. Some cases took more time, probably because the change of government and that the process was starting.
R.4. The program is recognized at the regional and global level as a comprehensive integral protection alternative for HRD’s at risk.
During the full implementation of the project, the Consultative Council of program has celebrated at least 3 sessions to follow up on the results and challenges systematized by Acceso.

Shelter City Costa Rica
Shelter City Costa Rica is an integral protection project for Human Rights Defenders in Central America. It's a temporary relocation Programme for Human Right's Defenders (HRDs) at risk, who are invited at the Integral Protection Center, located in Costa Rica, for approximately 3 months (in some cases up to 6 months maximum). HRDs participating of this program will have "stay plan" in which they will strengthen their protection related skills, and have the possibility to exchange experiences, develop research, implement internships, or courses during their stay, as well as social or community exchanges available through alliances and agreements with different public institutions and NGO's. At the same time, work will be carried out from the beginning on a return plan to their home country, which will include a security plan, following up once it has been finalized. If it is evaluated that the return is not a safe option, Shelter City will provide advice in the search and specification of other relocation programs.
Main objective: “Contribute to the security of Human Rigths Defenders in Central America, through integral protection strategies and temporary relocation.”

During the 3rd phase of implementation, the Consultative Council of Shelter City Costa Rica has celebrated at least 2 sessions to follow up on the results and challenges systematized by Acceso.
