This activity forms part of the Voice for Change programme, which aims to build the capacity of children and youth to raise their voice against CSEC in order to better protect themselves and their peers and to raise awareness of the different stakeholders to include a child, victim and gender sensitive approach in prevention and prosecution of CSEC in Colombia, Dominican Republic, India, Indonesia, Thailand, Nepal and cross-country.
In the Voice for Change Programme the overall goal is to: ‘Amplify the Voices of children and youth so that they are central to enhancing child- and gender-sensitive prevention and response by Child Protection Systems.’ Per stakeholder. specific long-term goals are formulated as follows:
a) Child victims and children at risk are empowered and act as agents of change and are able to protect themselves from (re)victimisation of CSEC (Children)
b) Local government applies policies, plans of actions, budgets and protocols to effectively combat CSEC (Government)/The judiciary system applies policies, plans of actions, budgets and protocols to effectively combat CSEC (Law enforcement agencies).
Children and youth, both victims and at risk of CSEC, are the main actors in this intervention. We define children as girls and boys up to 18 years old and youth as adolescent girls and boys aged 18 to 24 years old. We will mostly work with them through children and youth groups. We will also work with government officials at local and national level, representing various Ministries responsible for the effective implementation of the national child protection system. We will also work with law enforcement agency officers and civil society organisations. Civil society organisations will include those providing services to CSEC victims and those at risk, organisations supporting CSEC prevention work and those working with youth as advocates.

Down to Zero Programme DCI-ECPAT NL - India
This activity forms part of the international Down to Zero Programme. The Down to Zero Programme is an initiative by Dutch NGOs Terre des Hommes Netherlands, Plan Nederland, Defence for Children – ECPAT, ICCO and Free a Girl. The programme is implemented for a five years’ period (2016 – 2020) in 11 countries in partnership with and funded by the Dutch Ministry of Foreign Affairs. The Down to Zero Programme aims to contribute to the empowerment of children at risk and child victims of Commercial Sexual Exploitation and build protective communities. By empowering children and empowering communities we contribute to protecting children against Commercial Sexual Exploitation in targeted communities in 11 countries. Our beneficiaries are child victims and children at risk of CSEC.
This activity has one long-term goal: ‘End Commercial Sexual Exploitation of Children (CSEC) in 11 countries by empowering children at risk and victims of CSEC in targeted communities and by ensuring protective environments for these children’. Per stakeholder specifc long-term goals are formulated: 1) Child victims and children at risk are empowered and act as agents of change and are able to protect themselves from (re)victimisation of CSEC (Children), 2)Targeted communities are safer, offer better protection to child victims and can prevent children from becoming (re)victimised (Communities and families), 3) Local government applies policies, plans of actions, budgets and protocols to effectively combat CSEC (Government)/The judiciary system applies policies, plans of actions, budgets and protocols to effectively combat CSEC (Law enforcement agencies), 4)Market leaders or branch associations of at least three private sector industries are actively engaged in the protection of children against CSEC (private sector).
The activity targets Children (potential victims and victims of CSEC),Communities, including parents, community leaders, traditional leaders, religious leaders and other key leaders; local and national government agencies; and private sector parties, including local businesses. Ultimate beneficiaries of this activity are children.

This activity forms part of the Building Back Better (BBB) in times of Covid-19, Fighting SEC on the Rise programme. The programme will work in 12 countries in Latin America and South and South East Asia: Bolivia, Brazil, Colombia, Peru, Dominican Republic and Nicaragua, and the Philippines, Indonesia, Thailand, India, Bangladesh and Nepal. The selected countries have particular high risks of SEC as well as compromised CPS capacity. They are highly affected by the Covid-19 related trends, with the impact of travel and tourism being an integral part of their context. The programme will also address cross-border SEC such as along the ColombiaPeru, Brazil-Bolivia-Peru and India-Nepal-Bangladesh borders.
In the BBB Programme the overall goal is to ensure that children and youth are better protected when at risk or victim of sexual exploitation in the times of Covid-19. This will be achieved through five (5) outcomes:
1. Children (in particular victims and those at risk of SEC) are able to access specialised services that protect them, help them rehabilitate, reintegrate and reduce their vulnerability to SEC in the context of Covid-19.
2. Children and youth are able to advocate for continued SEC prevention and response in the context of Covid-19.
3. Parents, caregivers, and community leaders are strengthened to provide a protective shield around children against SEC, in the context of Covid-19.
4. Actors in the Child Protection System are strengthened in multi-stakeholder settings to prevent and advocate for protection from SEC, in the context of Covid-19.
5. Intergovernmental bodies at regional and international level, governments and the private sector prioritize SEC within the wider child protection agenda in building back better during and in the aftermath of the COVID-19 pandemic.
The key target group (and final beneficiaries) of the programme are girls and boys up to 18 years old, who are victims and survivors and those at risk of SEC. We will mostly work with them through children and youth groups. We will also work with local and national government departments, including LEA officers, responsible for CPS, a wide range of civil society organisations working at various levels and private sector 7 actors, in particular in the tourism and travel industry and internet service providers.

Sexual exploitation of children (SEC) is a grave violation of children’s rights and affects millions of children and youth annually, regardless of gender. No region, country or child is immune, though girls, boys and children with other gender identities face differing levels of risk to different manifestations of SEC depending on their intersectional vulnerability factors. It impacts heavily and long lastingly on their physical, emotional and mental well-being. It deprives children and youth of establishing healthy (sexual) relationships and from developing to the best of their potential. The SUFASEC programme is designed to combat SEC and will work in 12 countries in Latin America and South East Asia: Bangladesh, Bolivia, Brazil, Colombia, Dominican Republic, Guatemala, India, Indonesia, Laos, Nepal, Philippines and Thailand.
The SUFASEC programme is designed to combat SEC by working towards the following long-term impact: “Children in all of their diversity are better protected from sexual exploitation.” This activity forms part of the SUFASEC programme. The long-term impact will be reached through three interlinking objectives that address different dimensions (social norms, assets/environments, and laws/policies/systems). 1. Children, youth and their communities successfully challenge social norms and harmful practices related to SEC 2. Children and youth have access to and are supported by strengthened assets and protective environments 3. Children and civil society meaningfully participate in holding duty bearers, including government and local authorities, accountable to their obligations towards improved (implementation of) laws, policies, and systems.
The different stakeholder groups involved in the SUFASEC programme include: - Children and youth in all their diversity: A child-centred approach: children and youth are the most important stakeholders. When children/youth fall victim to SEC the physical and mental impact can be long lasting. The Alliance adheres to the UN definition of child (0-18 years) and youth (15-24 years) - Caregivers and Communities: Critical stakeholders in the community include parents, caregivers, community leaders, teachers, local Community Based Organisations (CBOs), social workers, and other community members involved in community based child protection mechanisms. - CSOs and CBOs: Local child protection organisations support and implement activities at community level, L&A towards national actors, and provide synergies of interventions. - Local and national governments: formulate, endorse and implement laws and public policies related to SEC - Private Sector: Travel and tourism orgs (e.g., large and small, hotels, transport), as well as ICT/ Digital Service Providers have interest to avoid SEC taking place within their value chain, and to avoid having their products and services used to facilitate SEC - International donors, Intergovernmental bodies, INGOs, Multilateral entities55: Targeted audiences and partners for evidence based regional and international lobbying - Dutch Stakeholders: NL Embassies in programme countries, MoFA, MoJ&S, to formalise the network for sustainable cooperation to end SEC and impunity of offenders.
