IN-MCA-U74999TN2010PTC076608-NIHR_GHLRP Athena Infonomics India Private Limited A UK and low-and-middle-income-country (LMIC) partnership that aims to establish a participatory learning research partnership, employing theory-based methodologies to facilitate research strengthening, monitoring, learning, and evaluation capacity-building. The learning research partnership will be carried out by Athena Infonomics in collaboration with Itad Limited The work will be carried out both remotely, primarily in the UK and India and across the Global Health Research Centre countries India, Ghana, Pakistan and Colombia with the potential for work in some Centre partner countries such as Bangladesh. The timeline is 30 months from May 1st, 2023. The National Institute for Health and Care Research (NIHR) is funding five Global Health Research Centres to deliver research in non-communicable diseases (NCD) and research capacity strengthening. Whilst the body of research on NCDs has increased over time, a significant gap still exists and publications tend to be led by actors from high-income countries and there are barriers to evaluation capacity-building in LMICs. This partnership will provide extensive learning on what works for capacity strengthening in low and middle-income countries. Its outputs will be used to inform decisions on future learning partnerships, low and middle-income country research capacity strengthening and the development of the Global Health Research Centre programme. The learning will also be disseminated to other key stakeholders and research organisations across the UK and low and middle-income countries to multiply its impact on capacity strengthening, not only in non-communicable disease research and global health, but also in the evaluation of research impact more broadly. To plan and hold an inception meeting with the National Institute for Health and Care Research (NIHR) to confirm priorities and agree on overall approach and workplan. Following this there will be an internal kick-off with the Learning Research Partner team to introduce the work and assign roles. To produce an inception report detailing the approach, timeframe and agreed theories of change, frameworks and capacity strengthening and dissemination plans. To carry out a desk review and initial consultations with the five Global Health Research Centres. The Learning Research Partner will review available documentation such as theories of change, delivery plans and reports and familiarise themselves with the programme and intended work of each Centre including holding initial introductory calls to confirm each Centres understanding and needs. To review and finalise Theories of change and monitoring, evaluation and learning (MEL) frameworks following a centralised workshop. To develop a tailored MEL and capacity strengthening toolkit, learning platform and training materials To conduct three formal training seminars in 2023-24 and 2024-2025 and carry out an annual review session to develop capacity. To provide capacity development support as required across the five Global Health Research Centres. To plan and hold an Annual Centres cohort meeting to promote shared learning. To carry out adaptive learning activities in collaboration with the Centres to support emerging learning and dissemination opportunities including blog posts, peer reviewed reports, webinars and conference presentations and a rapid response facility. To produce reports and tools to support wider learning and dissemination. Five impact case studies will be produced in 2023-24 and 2024-25 and 2-3 good practice papers on participatory and equitable MEL and capacity building.
