Health Systems Advocacy Partnership Project: ACHEST activities in Uganda
The main implementing partners of HAS Partnership in Uganda are ACHEST – African Centre for Global Health and Social Transformation, Amref Health Africa – Uganda Country Program, and HEPS - Coalition for Health and Social Development (representing HAI). ACHEST activities will fall into three areas:- i) Creating evidence on which to base advocacy strategies through research ii) Developing the capacities of relevant stakeholders in lobby and advocacy ii) Lobby and advocacy for adequate HRH and financing and good governace. In 2016 ACHEST will focus on Inception phase ativities in Uganda including:- 1.Establish project management systems at ACHEST including governance, financial systems operations and communications 2.Engage and introduce the project to stakeholders in Ugnada thorugh an inception workshop and face-to face meeings 3.Baseline and evidence gathering 4. Situation analysis on HRH in Uganda with special attention to the needs of SRH, 5. Situation analysis for financing and governance 6. Mapping of SRHR CSOs active in Uganda, 7. Analysis of policy environment and data on status of performance of existing policies and initiatives. 8. dentification of gaps and opportunities for interventions.
The African Centre for Global Health and Social Transformation (ACHEST) organized a capacity building training workshop for Health journalists in Uganda in understanding Universal Health Coverage, global health issues and the national health priorities so as to contribute to the improvement of health outcomes in Uganda with particular reference to SRHR through their routine work.as The workshop was attended by 24 (14 females and 10 males) health journalists in Uganda and communications officers of RMNCAH CSO representatives. The East African Newspaper was represented well

Kenya context activities during January - December 2017 Quarter 1 January - March The During the first quarter ACHEST set up a secretariat office. Memorandum of Understanding between Kenya Obstetrical and gynecological society and ACHEST was signed Held HSAP Kenya monthly review meetings whose main objective was to review and align the project workplan Held a consultative meeting with officials from the Nursing Council to explore platforms for strengthening RH in the context of Continuous Professional Development for Nurses Initiated the Development of Leadership module on RH Quarter 2 April - June During the second quarter the following activities were carried out; A follow up discussion with officials from Nursing Council to discuss platforms for strengthening RH in the context of Continuous Professional Development for Nurses in which the Nursing Council was given a go-ahead to develop the RH module Participated in HSAP Kenya monthly meetings where we shared progress report with partners Participated HSA Kenya workshop to discuss Country Management Committee Terms of Reference. Revision of the Country Management Committee Terms of Reference was made. Participated in ACHEST-Kenya monthly review meetings. Discussed progress made in terms of project activities as indicated in the TOC. Development of Leadership module on RH.continued during the quarter Developed ACHEST Communication strategy for RH Coordinators and Joined WhatsApp group for Reproductive Health Coordinators and its hoped to use this platform to discuss SRH related issues Quarter 3 July - September ACHEST Kenya was represented in the planning meeting for CSO on Universal Health Care held at Kenya Aids NGO Consortium offices on 6th July 2017.The objective of the meeting was; • To identify advocacy and accountability topics for CSO's in order to strengthen health systems as a principal means towards achievement of Universal Health Care • To have an overview of the challenges to move health sector towards Universal Health Care • To carry out analysis on health financing, commodity& supplies, recruitment and staffing to inform advocacy. A task force to identify accountability and advocacy topics was formed. I am representing ACHEST in the task force ACHEST conducted a needs assessment evaluation in selected Counties towards preparation of curricula content for workshops related to leadership, management and clinical governance for National and County capacity building Documentation of the nurses’ strike that started on June 25th 2017 to agitate for the signing and implementation of their Collective Bargaining Agreement (CBA) that they negotiated with the government on 20th December 2016. ACHEST Kenya was represented in a workshop on What Secularism Means to Kenya organized by Catholics for Choice. This was discussion workshop looking on how religion has infringed upon the right of people particularly on matters of Sexual Reproductive Health, how civil society has infringed upon religious rights and how religion and civil societies can work together to advance health Quarter 4 October - December Held an informal meeting with Health Rights Advocacy(HERAF) executive Director and Health NGOs network National Coordinator to discuss on how we can establish a strong engagement CSOs engaged in SRH to form a coalition that can work together to push SRH advocacy agenda. ACHEST Kenya was represented at the CSO’s convening on UHC 2030. The objectives of the workshop were: • To identify and build consensus on Kenya CSEM UHC2030 advocacy agenda for policy design and implementation • To develop an action plan for implementation of Kenya CSEM UHC2030 agenda • To identify areas for strengthening the CSO’s engagement in the implementation of UHC2030 in Kenya. ACHEST was represented at the UHC meeting held at Kenya AIDS NGOs Consortium offices. The agenda of the meeting was: • Discuss UHC progress • To develop a workplan • Plan for UHC day ACHEST Kenya was represented in the UHC breakfast session. Objectives of the dialogue: • Officially launch the UHC movement in Kenya and speak out for the shared UHC goal; Health for All • Affirm CSO, private sector and government commitment to achieving UHC 2030 • Present the right based approach to UHC • Discuss the Kenya CSO engagement in achieving UHC During the January – March period, ACHEST Kenya team held follow up meetings with Health NGOs network National Coordinator to discuss on how they can work together to establish a strong network with CSOs engaged in SRH and also held an informal meeting with the Director of Ewang Nadebe Advocacy Initiative-Africa(ENAI) and agreed to plan a workshop for active CSOs working in Kajiado County. The HSAP Kenya team attended a conference on Enhancing Social Accountability in Kenya’s Health Sector whose objective was to stimulate dialogue on enhanced social accountability among health sector stakeholders in Kenya The ACHEST HSAP Kenya team upon invitation attended the Kajiado’s family planning costed implementation plan launch. The meeting was attended by the County Executive Committee members and Members of County Assembly (MCA’s) The HSAP Kenya team held two inception meetings with the Ministry of Health and Ministry of Youth, Sports, Gender and Social services of Kajiado County to officially introduce the project and to explain purpose, objectives, scope and major deliverables to Kajiado County as well as planning the way forward. The team was represented in the Reflection and Theory of Change revision workshop

ACHEST HSAP activities in Zambia from January to December 2017 Quarter 1 January - March Participated in a planning meeting for the launch of the joint HSAP Zambia Started the process of registering ACHEST as an organisation Held a planning meetings for a dissemination meeting of the baseline findings in the districts the study was conducted in. Quarter 2 April - June ACHEST trained and mentored Amref in Community Health Worker research activities. ACHEST took part in collecting and analysing the data in the Zambian context ACHEST Zambia reached out to the Zambia Centre for Applied Health Research and Development (ZCAHRD) country director, Dr Biemba and scheduled a meeting to discuss attendance of this very important capacity building workshop scheduled for August, 2017 in Kampala, Uganda hosted by ACHEST Uganda. Margarate from ACHEST met with Dr Biemba and information about the partnership, ACHEST Zambia and the capacity building workshop was shared. A representative from this organization who would attend the meeting was also suggested. A member of ACHEST attended the dissemination meeting based on community health worker research at Amref in Kenya Quarter 3 July - September ACHEST trained and mentored MeTA in their research on SRH commodities in August/September Held meeting with the Minister of Health on HR transfers- HRH distribution in general. This was a very fruitful meeting as information on the partnership was disseminated and possibilities for future collaborations discussed Held a meeting with Member of Parliament in September after interview regarding ACHEST work. This activity created a platform for ACHEST to lobby at parliamentary level for SRHR issues as the meeting established a relationship with some of the parliamentarians Quarter 4 October - December The highlight during this quarter was CSO training in lobby and advocacy. Held two CSO and Media Lobbying and Advocacy training workshops in In Kitwe at the Greek Olive and Lusaka at Mika Lodge. In November and December respectively. This activity was also an opportunity for ACHEST members to also gain more skills in advocacy and lobbying for evidence based policies, by holding discussions with these CSOs and media, and also share some information about research. 18 CSOs were trained with a total of 41 representatives 21 males and 20 females. ACHEST Zambia attended a meeting with Young Women in Action in order to get more acquainted with their activities. During the January-March 2018 period , ACHEST trained 15 CSOs in February 2018. The training was aimed at building capacity in research skills around Sexual and Reproductive Health among the CSOs and HSA partners. Of the 15 people trained, 6 were female. The HSA partnership held a meeting with the members of parliament. The main purpose of the meeting was to introduce the HSA partnership including ACHEST and advocate for HRH and availability and access to SRH commodities. In the meeting it was agreed that the members of parliament would join in advocating for SRHR

ACHEST HSA activities in Africa region and globally
At the Regional and Global level ACHEST will lead in coordinating African region advocacy, and contribute to international advocacy. Through direct and indirect membership in international and regional networks and platforms ACHEST will ensure visibility of the program at these levels. ACHEST Inception phase activities in Africa region and globally ACHEST is usually invited to African region fora such as EAC, ECSA, AU heads of state meetings, WHO regional committee for Africa and will take advantage of these slots to advocate for HSAP. At global level ACHEST will be attending the WHO World Health Assembly and take opportunities to advocate for HSAP
Regional and Global activities in 2017 Quarter1 January - March- ACHEST participated and presented papers at international, regional and national levels: 1. . Presented a paper at the African Health Agenda International Conference from 7th-9th March 2017 in Nairobi 2. Attended the 1st International Symposium on Community Health Workers from 21st to 22nd March 2017 in Kampala. 3. Attended the Health and Scientific Conference and International Health Exhibition and Trade fair from 29th to 31st March 2017 in Bunjumbura, Burundi. The meeting was very well attended with many people from the region; DrEriki chaired a panel on Maternal and Child Health while I participated in a panel in health professions training in East Africa. Quarter 2 April - June 70th World Health Assembly 22-31 May 2017. The Executive Director together with Director Policy represented ACHEST at the 70th World Health Assembly . The 5th forum of the African platform on HRH, 19 – 21 April, 2017. ACHEST convened the 5th Forum of the African Platform on HRH in, Kampala, Uganda, bringing together a wide range of participants from across the African continent and several partners. The Forum was held under the theme: Positioning the African Health Workforce for Sustainable Development West Africa Health Organization 19th -20th June ACHEST attended the 8th Ordinary Assembly of Health Ministers of ECOWAS. premised on the theme: “One Health Approach; The Synergy Actions Required in Disease Control in West Africa” which ran from the 12th– 16th June, 2017 at ECOWAS Commission, Asokoro, Abuja, Nigeria. During the Assembly, a policy strategic document on Task Shifting in the region was launched to address the fragility of Health Systems ACHEST mat with DG of ECOWAS discussed possible collaboration opportunities. Essential ACHEST documents were shared with the DG key among which was the Recommendations of 4th APHRH Congress, ACHEST brochures and the HSAP factsheets. The 1st African Health Forum Kigali 26th – 27th June. ACHEST ED, Directors Policy and Health Systems attended the 1st African Health Forum in Kigali, Rwanda, convened by the WHO’s Regional Office for Africa (AFRO) from 27 – 28 June 2017 ED ACHEST reminded the African leaders that: “Community Health workers are a part of the Integrated Health System, but should not be seen as a magic bullet that will achieve Universal Health Care (UHC) alone.” They should be promoted to be part of the integrated health system if better life for all is to be achieved. Quarter 3 July - September TOC workshop for Tanzania 20 - 22 September 2017 ACHEST had two representatives from ACHEST Hqtrs in the TOC workshop for Tanzania. Important issues relevant to the Tanzania Context were identified. Amref Health Africa Tanzania will lead this Context and work collaboratively with ACHEST and HAI to implement the project. TOC workshop for Malawi 26 -28 September 2017 One representative from ACHEST Hqtrs attended the workshop where important issues relevant to Malawi were identified. Amre Health Africa Malawi and ACHEST will work together in the implementation of the project in Malawi. AHCEST was invited to the Regional Committee for Africa meeting in August and was represented by ED and DHS. Lobby materials were distributed and the ED had a meeting with the DG of WHO. Quarter 4 October - December The 4th Global forum on HRH in Dublin 1. ACHEST with the Department for Global Health Workforce of WHO convened side event on Brain Drain, Brain Gain where the State Minister for Health from Uganda Hon Sarah Opendi spoke and pledged the government commitment in supporting the work and reporting on the Global Code on the Migration of Health Workers. 2. ACHEST convened a meeting for international CSOs to discuss issues on HRH and governance in countries and a CSO Coalition on HRH was formed. 3. ACHEST also convened a side event that brought together policy makers and CSOs in the African region to discuss issues of leadership and HRH in the region under the African Platform on HRH. The Board Meeting of the HRH was held at this side event where implementation issues for the African region were aligned in a business plan and a constitution. During January - march 2018, ACHEST developed and disseminated a policy brief highlighting priorities in Health that the Heads of States in the Africa region should focus on at the Heads of States meeting in Kampala ACHEST staff attended the African Region SDG Conference on Strengthening Accountability in African Health Systems in Kigali, Rwanda from 8th to 9th March 2018. The ACHEST ED chaired a session at the meeting. ACHEST presented at the Bellagio Global Health Education Initiative meeting in India with the theme;” International Perspectives on Global Health Education” from the 5th to 8th of February 2018. The topic of presentation was “African Health Professions Education Networks” ACHEST attended a meeting of the 65th ECSA Health Ministers’ Conference held at Kilimanjaro Hyatt Regency Hotel in Dar es Salaam, from 19th – 21st March 2018 organized by the Ministry of Health, Community Development, Gender, Elderly and Children, Tanzania (MoHCDEC) in collaboration with the ECSA Health Community. ACHEST made a presentation at the conference on the topic: “Building and Sustaining Leadership for Health”
