Action Against Hunger will directly implement a multi-sectorial response to the flood-affected communities in Helmand province. The ERM team have already provided timely response to vulnerable communities identified in Lashkar Gah, Nawa and Nahr-e-Saraj districts. However, ERM's modus operandi is very specific (strict criteria as regards IDPs) and Action Against Hunger's project, funded by Start, will enable holistic assistance to flood-affected people as a whole (IDPs that ERM is not in capacity to assist and non-IDPs that don't fall into ERM's criteria). As per Action Against Hunger's and other partners' assessment findings, the following activities are proposed: water provision for drinking and other daily use through boreholes rehabilitation, distribution of hygiene kits, hygiene promotion at community level, multipurpose cash, distribution of NFI kits and shelter rehabiliation. Action Against Hunger plans to intervene in the same areas where activities are currently implemented through ongoing projects but currently there are needs and gaps. Outputs: 1. 200 HHs living in rehabilitated shelters 2. 200 of the HHs reporting that they have received NFI kits 3. 7350 people in the targeted areas reporting that they have access to clean drinking water 4. 300 HHs reporting that they received culturally appropriate hygiene kits together with hygiene messages 5. Number of HHs reporting that their needs of health, emergency and transportation are met.

The programme will provide essential lifesaving community-based Health and Nutrition services to children under five, pregnant and lactating women, women of reproductive age, and caregiver of children through integrated health and nutrition mobile and outreach team to under-served areas in Ghor, Helmand, Badakhshan and Daykundi provinces. Although AAH is providing SAM and MAM treatment, and primary health care service in the target geographical area through integrated Mobile health and nutrition teams, there is a big demand to put in place community-based intervention that improves early detection of malnourished cases, active case finding, and referral, community health-seeking behaviour, and awareness. Therefore, this project is mainly aimed at improving the nutrition and health service community-based activities which comprise; early detection and referral of malnourished cases through community volunteers and Family MUAC approach, community mobilization, detection and referral of beneficiaries with health service need, establishing IYCF mother-to-mother support group and male forum groups. In addition, during the HHs visits Community Volunteers will ensure Pregnant, and lactating mother are following the antenatal and postnatal services, follow up on immunization status of children, and referring children for the service as needed.
The programme will also provide psychosocial and mental health support services through a dedicated toll-free hot line available 7 days a week and operated by trained mental health professionals.

Afghanistan Recovery, Reintegration, and Resilience (R3) Programme
Project Aim: Lives saved, civilians protected, suffering reduced and resilience built
The overall impact of the project is to promote sustainable return/ reintegration of internally displaced Afghans through improved resilience capacity, risk reduction, and protection. The focus will be on an integrated approach reducing negative coping strategies and strengthening resilience to future shocks. The project will be framed by complementary and coordinated lines of interventions, linking emergency, resilience, and sustainability, to provide a relevant response; ensuring a resilience focus, with the empowerment of local communities and strengthening of national structures as the foundation.
Outputs:
The three medium-term outcomes for the action are:
SURVIVE– Temporary or second-line ‘bridging’ solutions for survival and protection of displaced Afghans in a post-emergency phase
INTEGRATION – Socio-economic integration of Afghan women, girls, boys, and men in prolonged states of displacement, and inclusion in national development framework
RETURN – Recovery of Afghan families and communities returning from internal displacement

Driving Action for Wellbeing to Avert Mortality (DAWAM)
The project aims to address contributors to excess mortality exacerbated by food insecurity amongst marginalised and high-risk groups. Afghanistan has one of the highest malnutrition rates, 875,000 children suffer from severe acute malnutrition (SAM) and 2.3 million children and 840,000 women from moderate acute malnutrition (MAM) (HRP 2023). The HRP reveals that majority of the Afghan population face hunger, with over 3.3 million children unable to afford basic food resources, leading to dozens of deaths every week. Malnutrition causes include inadequate dietary intake, household food insecurity, poor feeding practises amongst children and PLWD, a high disease burden amongst children under 5 and pregnant mothers, inaccessibility of health facilities, high incidence of communicable diseases (AWD and Cholera) linked to poor hygiene practices, and inadequate clean water. Non-inclusive/segregated WASH facilities further restrict access to people living with disabilities (PLWD), women and adolescent girls.
The DAWAM project seeks to contribute to decreased morbidity and mortality in women and girls including PLWD in seven provinces of Afghanistan.
DAWAM will affect medium term change in communities in marginalised and hard to reach areas by providing equitable, inclusive and safe access to health and nutrition services for high-risk groups and enabling access to adequate WASH facilities. This will encompass providing lifesaving health and nutrition services for populations, engaging diverse actors to deliver integrated malnutrition treatment in communities and health facilities; gender and disability inclusive WASH facilities in health centres; and access to wash services for marginalised and hard-to-reach-communities. Throughout, DAWAM will empower national NGOs, strengthening their capacity to deliver assistance alongside lifesaving and life sustaining information, based on cross-cutting research and learning.
