The indicator documents the number of people directly reached via humanitarian programmes. This includes people provided with tangible goods and materials, services and supported through activities designed to raise knowledge, awareness and skills. The indicator does not count people reached indirectly, such as those benefiting from enhanced capacity of institutions, or those affected by policy changes.
This is a standard output indicator under the Strategic Partnership Agreement with the Danish Ministry of Foreign Affairs. It seeks to provide a sense of scale across change contributions funded by the agreement. Narrative case studies compliment the indicator to capture change contributions.

Green Jobs Project, Niger
The project is implemented in partnership with a local organisation, GARKUA, and contributes
through three mutually supporting intervention areas. First, to connect communities and the
local government around climate resilience efforts, a Community-Based Adaptation approach
is used to strengthen the capacity of CSOs and the local government to facilitate the
development of Community Adaptation Action Plans and support the community in their
implementation. Second, the project targets the biodigester sector directly. Working with
private sector actors and local entrepreneurs, 40 biodigester models have been assessed to
identify their commercial scalability and green jobs potential. Further, beneificiaries are trained
to build and operate the biodigesters, and maximise their environmental and social benefits.
Third, based on evidence from the project, CSOs are supported to develop and carry out
advocacy campaigns aiming to shape national climate policy frameworks to better bridge
climate resilience efforts with green jobs and sustainable income generating activities.

Building resilience of climate-vulnerable communities via green jobs
The project engaged vulnerable women and youth in local climate adaptation and income generation, resulting in enhanced climate resilience. Utilising biodigester technology for green jobs, it fostered circular economies in the agriculture-livestock sector and improved local ecosystems, replacing charcoal as cooking fuel. 35 biodigesters now generate $1500 income per year, benefiting 1,541 climate-vulnerable. Scaling efforts are underway with local authorities constructing 38 extra biodigesters and integrating the technology into local plans.

The overall objective of the Humanitarian Response and Solidarity for Ukraine project (hereinafter referred to “Project”, and publicly known in Ukraine as the “Humanitarian Solidarity Project”) was to provide aid through the establishment of a rapid emergency assistance mechanism to deploy support individuals, households, and communities throughout the country. The support was provided primarily through a large nation-wide network of capable civil society organizations, communities, and local public institutions, such as hospitals and social care facilities, that comprised an active part of the critical emergency support infrastructure.

A swift & locally-led response by frontline communities in Ukraine
By working through a large nation-wide network of capable civil society organisations (CSOs) and local public institutions (e.g. hospitals and social care facilities), CARE’s design of a local rapid response mechanism made it possible to rapidly provide high-quality life-saving assistance in hard-to-reach areas benefitting more than 400,000 crisis-affected people. In accessing the rapid response mechanism, frontline CSOs enhanced their capacities to work
with humanitarian principles, approaches, and tools, increasing operational sustainability.
